New mobile phone driving laws

Now that it's the case that it is an endorsable offence to drive whilst using a hand-held mobile phone, it would be nice for Suffolk Police to actually enforce it -- only last Friday I was trying to cross the road by Ravenswood Primary School where a driver of a green Y reg compact car going what I believe was in excess of the speed limit, veering all over the road using a handheld mobile -- very dangerous, especially by a primary school.
Is it really so hard to pull up in a safe location to take a call? Why must people endanger the lives of others with such irresponsible behaviour?
